Room number in mailing address

This is about writing a mailing adress of a Japanese person in an official document submitted to an American agency. Should I write the room number before or after the name of the building when you write a mailing address?
Also, a sharp (#) is necessary before the room number?

(Buidling name), #103 (room number), 3-7-2, (City name), (Ward name), Tokyo, Japan, ZIP code

The number of the apartment unit(room?) should come first, followed by the building name and number, the street, city, etc., in order of scale.
Presumably, there would be a place in the building on the Ground Floor where all the letter boxes are located and the mails are put.

Because, as I wrote in my first post, it is to be submitted to an American agency.

The purpose of providing the mailing address is for mail to be sent to the receiver who is in Japan.
I see no reason why that has to comply with the American standards.

Is that the building name? Do you mean the room number comes after the building name?

Well, if I live in an apartment building it might have a name (or a number), but any mail will be sent to a street address. You will, of course, have to include my apartment number or the mail carrier won't know which mail box to put it (the mail) in.
