This is about writing a mailing adress of a Japanese person in an official document submitted to an American agency. Should I write the room number before or after the name of the building when you write a mailing address?
Also, a sharp (#) is necessary before the room number?

(Buidling name), #103 (room number), 3-7-2, (City name), (Ward name), Tokyo, Japan, ZIP code

The number of the apartment unit(room?) should come first, followed by the building name and number, the street, city, etc., in order of scale.
Presumably, there would be a place in the building on the Ground Floor where all the letter boxes are located and the mails are put.

It should be "mail". "Mail" is not countable.

MikeNewYork is obviously American.

I would take 'the above person' to mean 'tedmc' instead of 'MikeNewYork'.

I know. That's why I asked him whether he thinks your reply is correct. :)
(I don't mean to offend you, but I need a reply from an American person to be sure.)

I am American.

Yes. Please see #7. :)

Since the receiver is in Japan, why follow the American standard?

Because, as I wrote in my first post, it is to be submitted to an American agency.

The purpose of providing the mailing address is for mail to be sent to the receiver who is in Japan.
I see no reason why that has to comply with the American standards.

Which one will actually have to read the address when the mail is delivered, the American agency or the post office in Japan?

I am asking this question to American people because it NEEDS to be written in an American way.

Send mail to:

Name
Address, apt. # (or suite)
City & State (Include ZIP code on this line or the next line.)

If you are sending the letter from Japan to U.S.A. send it to:

Tarheel
Address & apt. #
Charlotte, NC, 00000
U.S.A.

:)

Thank you very much.

What do you mean by the "Address" before "apt.#"?
Is that the building name? Do you mean the room number comes after the building name?

Well, if I live in an apartment building it might have a name (or a number), but any mail will be sent to a street address. You will, of course, have to include my apartment number or the mail carrier won't know which mail box to put it (the mail) in.

Allow me to ask you again. If you write the name of the apartment building and the room number, would you write the number BEFORE or AFTER the building name? Which?

Also, is the sharp necessary before the room number?

An address in Japan needs to be written in an American way? It does not make sense.
