We've had rotten weather this summer.

Can I ask what "rotten weather" means here? What type of weather would you describe as rotten? An example or two will be appreciated.
 
Unpleasant, disagreeable, extreme in temperature and/or humidity, rainy all the time, etc.
Can you plz give me an example sentence with a little context so that it becomes clear in what situation native speakers would use it?
 
To me it means only cold, dark, rainy, and windy. I don't think any Brit would be likely to use it talk about high temperatures or humidity.

It's rotten weather outside

This means it's rainy and probably windy too.

There is no such word as "plz". Don't use textspeak or chatlish on the forum.

I don't think you need any more example sentences. You just need to know that we might use the phrase in relatively informal English whenever we want to refer to horrible/nasty/unpleasant weather.
I would note, though, that I agree with jutfrank that we definitely wouldn't use it for unpleasantly high temperatures. I don't agree with jutfrank that it necessarily has to be dark. However, we probably wouldn't use it on a bright day with blue sky even if it was minus 15 degrees (Celsius), and therefore unpleasantly cold, out!
 
I didn't mean it necessarily has to be dark. I just meant that it might well be, since it's almost certainly overcast.

Yes, I agree that cloudy with wind/rain/sleet/hail etc would pretty much class as rotten. It's a bit subjective, of course. I'm sure there are people who love that kind of weather!
 
I got caught in the rain a few days ago. It felt cold. Definitely rotten weather! Cold, wet, and windy -- a bad combination!
 
I've never heard anyone call the weather rotten.

Does it effectively function as just a synonym of awful, or is it more imaginative and compares it to a decomposing body?
 
As @emsr2d2 wrote "I'm sure there are people who love that kind of weather!"

When the monsoon hits Mumbai in June the rain is torrential. Wealthy tourists come from the desert countries of Arabia expressly to enjoy those rains.
