I don't know when to use say/read.

I sometimes see:

The blurb says....
The poster reads ....
The clothes says...

Are "say/read" interchangeable in the above examples?

The dots are printed words.
 
To me, reads suggests you're quoting the content word for word—literally reading it the way it's written.

Says can be used the same way, for quoting, but unlike reads, says can also be used when you're just summarizing the text in your own words or paraphrasing it.


"I'll be there in 10 minutes", she texted.

Her text reads "I'll be there in 10 minutes".
Her text says "I'll be there in 10 minutes".
Her text says she'll be here in 10 minutes.
I have to say this. It pains me to see how inconsistent you are with your ellipses...

Most style guides recommend using three periods. Some like adding spaces in between them. Some like to differentiate between "insert missing text here" and a trailing off though, hesitation, or abrupt ending (for example, by adding or not adding a space before the ellipsis). Some recommend using an em dash instead in some of these cases. As it usually is with punctuation, style guides don't always perfectly agree with one another. This, however, does not mean you can use a random number of periods with or without a space before them each time you use an ellipsis! Pick one set of rules that will govern how your ellipses should look and remain consistent.

In your case, all three uses of the ellipsis are the same, so the ellipses should look the same. I opted for three periods with a space before them in the correction below.

The blurb says ...
The poster reads ...
The clothes say ...
