Shall or Will?

I think "shall" is better because we usually use "shall" for "we" and "I". Moreover I think "shall" heard more naturally than "Will". Is it right?

Only for a minority of speakers of BrE.

we can use "shall" if we suggest is a good thing to do.

I see in some report, Everone don't use " Shall" for " I". I don't know which right?
