Hi,

1. She, as a young girl, studied art in Belgium.
2. As a young girl, she studied art in Belgium.

I have two sentence. I cannot decide whether I should commas or not.

Yes, you should.

Note that the first is more commonly used with a proper noun rather than a pronoun. 'Tracey Emin, as a young girl, studied art in Belgium.'

The following is also correct but is written without a comma:

'She studied art in Belgium as a young girl.'
 
Of your two sentences, the second is preferable by far. Rover's last sentence is also very good.
 
I'd go so far as to say that anyone who wrote or said 1. is a non-native speaker, until proven otherwise.
