She is on a meeting with other Boss, she is very busy.

Can I say that as above?
 
No, you can't join two sentences with a comma in English.
"She is in a meeting with the other boss. She is very busy."
"She is in a meeting with the other boss; she is very busy."

In speech, the only error is that she is in a meeting.
