What does the sentence mean? Is she married now? Or is she still single?

Do you have any context? It seems to me that she can get married anytime from today onward.

What a strange sentence.
 
I am not a teacher, nor a native speaker.

I would assume that she's following some religion rule and the author is aware of that, so he writes that she must remain single until today.

However I agree that the sentence is odd.
 
Possibly, but she has had to.... makes more sense in that context to me. Without any further context being given, I would say it's just not a very good sentence as it's supposed to be illustrating something, but is very unclear what that is.
