How should I write? I have seen native English speakers write the second one too.

1. She said, "She agreed".
2. She said she agreed.

They mean different things.

In sentence one, the first female is quoting something said by another female. In sentence two, a female has said "I agree."

However, "She said she agreed" could still be the indirect speech form to show that female 1 was reporting what was said by female 2 or, in my example below, what was said by two other females.

Jane: I asked my aunt if my mother agreed that the party should be postponed.
Helen: What did she say?
Jane: She said she agreed.

The red "she" refers to "my aunt" She blue "she" refers to "my mother".
