Hi.

I have a neighbor who's watching on people everyday after the outbreak, she then would report what was happening. But we all are healthy! I think she's a bit worried. I wonder if I can say "She's watching on me" to mean "I felt like being watched by her". I don't want to use the passive voice.
 
Say:

I have a neighbor who's been watching me every day since the outbreak of the coronavirus. She then reports what she saw. (To who?)

Say:

She's been watching me.

Or:

I feel like I'm being watched. (You are!)
 
"Watching on" is not a phrase. She's watching you.
 
"Keep watch on someone" is a phrase, meaning "monitor someone".
 
And "keep" is an important part of that phrase. You can't just say "I'm watching on Fred."
