Is there a difference in meaning

The marketing campain had just been launched when the agancy shutdown[/code]
and
The marketing campain had just been launched when the agancy was shutdown[/code]


the agancy shutdown
the agancy was shutdown
 
You're using the wrong word. You need the verb "shut down" (not the noun "shutdown") in all those sentences.

Also, note that you should start every sentence with a capital letter and end it with an appropriate punctuation mark (a full stop in the above sentences).

To answer your question, "shut down" is the active form, so it implies that the business closed down (probably for a commercial reason), whereas "was shut down" is the passive form, which can imply that the agency was closed down by an external authority.

Should I use "

Note my corrections above. Write in complete sentences. When you give us more than one sentence to consider, number them. I suggest you install an English spell checker on your browser. It would have picked up your misspellings of campaign and agency.

As you have just been told, each sentence must begin with a capital letter and end with a period (full stop) or other appropriate punctuation mark. There are NO exceptions to this rule.
