When I sneeze, want to clear my throat or cough, should I say "sorry" or "excuse me"?

In the UK, some people say "Bless me" after they sneeze. Other people are likely to say "Bless you" to someone after a sneeze.
I wouldn't say anything when I simply want to clear my throat or cough. Clearing your throat doesn't really require anything to be said. Some people will say "Excuse me" after they cough.

Honestly, as long as you cover your nose/mouth when you sneeze/cough, most people don't care whether you say anything afterwards or not.
