* I am confused about whether the second one is right. Is there no difference between them?

Is there no difference between them?
There is a difference. While both are participle clauses, the past participle form usually has a passive sense.

For example, it would be possible to say "Locally made, these toilets are affordable". Here, "made" is passive because someone made the toilets (the toilets were made; they didn't make themselves).

However, it does not make sense to say "Started at $200, these toilets are affordable". (It does not make sense to say someone started the toilets).
