Hi, what is "steamer clock"? Could it be a steam clock considering that it is in a private house even though in "a millionaire’s
slum"?

My guess is that it's a clock that was made to be used in a steamship.

[EDIT] Here's a site advertising "steamer clocks". They're wall clocks with circular black frames featuring bold designs on their faces. Some of the advertised clocks are reproductions of old clocks promoting steamships, otherwise known as "steamers".
