Hi,

What do you call the following thing; is it steel rods or iron rods?

They are steel rods.
 
That material is called rebar in AmE. It's short for "reinforcing bar".
 
Iron is iron and steel is steel. Iron is used to make steel, but they're not the same thing.
 
Iron is rarely used in its natural state, except maybe cast iron. It is combined with carbon to produce steel which is a tougher material.
