What is more correct ?

Do you say : "the lift/elevator stucked ?/blocked ?"

"the lift/elevator was stuck ? /blocked ?"

The lift/elevator is/was stuck.

The verb "to stick" is an irregular verb, stick, stuck, stuck. "Stuck is the past and past participle of the verb, "stucked" doesn't exist.
