Even if the "‘reformer’ succeeds in reestablishing upon majority-votes, the dark tyranny of the ‘greatest number,’ we have this consolation to fall back upon, such organization must ultimately tumble down of its own weight, and then re-divide up into warring fragments.

1. Does it mean that "The reformer succeeds in reestablishing the dark tyranny of the ‘greatest number" with the help of majority votes"?
2. What is the meaning of "must" here. I was taught that must can't make an assumption about the future, as opposed to might/may/could?

Those sentences need to trade punctuation. If a sentence could have emotion, I would say the first one would be much happier with a question mark. As for the second sentence, it's probably confused about why it has one. 😊
