Hello everybody tonight!

Take precautions if loading sensitive cargo against heated bulkheads, bunker tanks or engine room.

This structure is very similar to when/while (you are/were) -ing.

The sentence may as well read:

Take precautions if you are loading sensitive cargo against heated bulkheads, bunker tanks or engine room.

This unofficial (if loading) structure is not mentioned in English Grammar books. One can catch such structures in a "guerilla manner" from other sources, by reading documents like the one that I have stated.
 
Yes, there is an understood "you are" in there.
