Which one is correct?

1. Take (verb)whatever action is needed (object).

2. Take whatever action(subject) is needed(verb).

"Take whatever action is needed" is a complete sentence. Also, I am not sure what would follow that. Do you have any context?

I'm pretty sure both analyses are incomplete.

I think the blue part is a noun clause, where 'whatever action' and 'is needed' are the subject and the finite verb respectively.
