That's encouraging!

Could you please tell me when to use it?

A)When I had a mistake at work and my collegues say something
to cheer me up.
B)When I was impressed or moved by something ( but I'm not down)
and I got the will to do something or continue something.
C)If I were good at painting and my friend complimented me.

That's good for sentences A and C. For sentence B I recommend that you look up "motivating" and "motivation" in the dictionary.

Wait ! I think "That's encouraging." is suitable to describe the job they have done. I mean what they do in such situations is encouraging. But I am not sure if it's a good idea to tell them:"Thank you, that was encouraging!". Ask other people in the forum. It could be absolutely right but I am not sure.
