"the balance to be cleared in 2 weeks" - what does it mean?

I arrange for a trip for myself for September. (By the way, I hate the verb 'arrange', It has so strange constructions, so probably this sentence is incorrect. I could use 'organise', but I want to try with 'arrange'.)

I asked a company if I have to pay a deposit. They answered:
"Yes we normally require a 30% payment deposit to secure the rooms and the balance to be cleared in 2 weeks prior to the travel date."

I suppose that "the balance to be cleared" means "transfer 30% of the total amount", yes? I have never heard this term.

The balance is the remaining amount due; the 70% that you haven't paid yet.

It's grammatically correct, but there aren't a lot of contexts where the present simple would be natural. It doesn't work in your post.
