I have always thought that in such phrases as "the construction of the bridge began a year ago," "the foundation of Rome took place in...," etc., the article is mandatory. However, ChatGPT says that it is not and that its omission is preferable.

ChatGPT is right that it's not always required. In fact, in your first example sentence, I wouldn't use it:
Construction of the bridge began a year ago.

However, in your second example sentence, the article is required.
 
Please, explain why. Is it because "construction of the bridge" is like "constructing the bridge," whereas "the foundation of Rome" is a particular event?
