I am a bit confused about the bold phrase, especially position of the adjective "blanket".
Can I rewrite the phrase as follows without changing its meaning?
"the current EU blanket embargo"

No. A "blanket embargo" would be an embargo on blankets! I'm sure you'll agree that's quite unlikely. A "blanket EU embargo" is an embargo which covers the whole of the EU.

"blanket EU embargo", do you consider the blanket EU as a noun phrase that plays the role as XXX above?

No, "blanket" is an adjective describing the type of embargo.
