Can someone help, please to define the word "ponder" as a noun. In the context, it's given the following way ""ultra rich ponder moves back to New York after Florida exodus". I've found only the verb ponder meaning. Thanx in advance.

And moves is a plural noun.
 
And there is no such word as "Thanx".

It's clear that you are parsing the sentence incorrectly.

Ultra rich = collective noun (Very rich people)
ponder = plural verb (think about)
moves = plural noun (could be replaced by "moving")

Some very rich people, having left Florida, are thinking about moving back to New York.
