Please check out the following sentence.
Which option is acceptable in the blank, "will be" or "is"?

The fewer the cars (are), the less pollution there is and the better the traffic condition ____________. (will be, is)

I would change the first part to The fewer cars there are and end the better the traffic and use will be if talking about a possible scheme to improve traffic and is for a statement of fact.

This idiom is often truncated. You could also say:
The fewer the cars, the less the pollution. And the better the traffic flow will be.
But, in the first 'sentence' the verb is missing - it's implied. Since this is a timeless statement, it does not matter whether the implied verb of the first sentence is 'is' or 'will be'. The verb for the second sentence - as per Tdol's post.
It's probably best to write out a full sentence in a school paper or essay.
