Hello,

The lecturer read a lecture on the problems of natural environment.

Is it correct to also use "over" when speaking about the topic of the lecture? "... read a lecture over the problems ...".

My second question: is it idiomatic to say "read a lecture" instead of "gave a lecture" or "delivered a lecture"?

You can read a poem, but we don't read a lecture.

I am a University lecturer myself and I give or deliver lectures to my students. In the Russian language, however, we use the verb which literally translates as "read" when speaking about the lecture. I think this is the main reason for some confusion. In English I most often say "give a lecture" or, when the context is rather formal, "deliver a lecture"
 
Capitalize "university" when it's part of the name of the institution. For example: University of North Carolina.
