Is it subjunctive mood (starting from approximately 1:04) in [

]? I hear "The poorest paid people in the country are asking that their ability to pay the bills stays the same...". If subjunctive mood structure is actually the case there, then why James (the news presenter/reporter) does use "s" in "stay". Is it correct? Thank you.

For many speakers of BrE, the present subjunctive does not exist.
