[Idiom] the same to X as to Y

Hello there ,

Can anybody please clarify which one is right ?

1. The sea would appear THE SAME TO A SAILOR AS TO A CAPTAIN .

2. The sea would appear THE SAME TO A SAILOR AS IT WOULD TO A CAPTAIN .

The answer to this one is option 1. But why not option 2 ? The second options seems to be clearer to me than the first.

Please reply.
 
They're both fine. #1 is simply more succinct.

The following are also correct (but not necessarily as stylistically good) :
3. The sea would appear THE SAME TO A SAILOR AS it would appear TO A CAPTAIN.
4. The sea would appear THE SAME TO A SAILOR AS the sea would TO A CAPTAIN.
5. The sea would appear THE SAME TO A SAILOR AS the sea would appear TO A CAPTAIN.
