1)The traffic light changes colors too fast, we need to create a system to slow down the traffic light changing time.

Just say it changes, not that it changes color.

Also, you can't join two sentences with a comma.
 
Just say it changes, not that it changes color.

"The traffic light changes too fast, so we need to modify the system."
