Which sentence is correct?

They are both grammatically correct. Which one you need depends on the context. In what situation do you want to use them?

They are not sentences, though they are fine as headings.

1) The use of the present tense and the past tense.
2) The uses of the present tense and the past tense.

a) He goes to school. (The present tense).
b) He went to school. (The past tense).

In this contex, which is correct? 1 or 2?

Please turn 1 and 2 into complete sentences before we comment.

If they're headings, I'd remove the extraneous words.

Use of present tense and past tense
Use of present/past tense
Use of present and past tenses
