Good evening, ladies and gentlemen :)

Could you please tell me if everything is OK with this sentence:

There are times when you'll want to create a more powerful impression, at that time you'll want to be able to use business English.

Or maybe it would sound better some other way, e.g.:

There will be times when you'll want to create a more powerful impression, at that time you'll want to be able to use business English.

Or maybe it would sound better some other way, e.g.:

There will be times when you'll want to create a more powerful impression. At those times, you'll want to be able to use business English.

They're both OK.

Please don't use home-made emoticons to replace standard punctuation marks.
 
They both contain a comma splice. Correct that and they'll be fine.
 
A follow-up question arose regarding the same sentence. Does the phrase "you'll want to be able" mean that it is necessary to to be able?
And if it does mean "necessary" in the second instance, does it mean the same thing in the first instance?
