Is my sentence correct and does it express the idea clearly? I mean to say that there are a lot of street lamps and it's not dark at night.

"There is a lot of light at night."

That's grammatical, but on its own, it does not convey the meaning you intend.

there are a lot of street lamps and it's not dark at night.

That works; use it. You can say "There is plenty of street lighting, so the area is not dark at night".

Yes, but to express the idea clearly it should include the information about street lights.

It would work in the appropriate context, e.g. "I always feel safe in this neighborhood".
