"There is not one apple on the table".
Am I correct in saying that without context this sentence can have two meanings; 1) Complete absence of apples 2) There are more than one apple . The example is mine.
 
If you're asking about the logical sense of the sentence, it means that the number of apples on the table is not 1. That means there could be 0, or 2, or 7, or 124,296,583.

The actual meaning (what the speaker is extremely likely to mean) is that there are 0 apples on the table.
 
"There is not one apple on the table".

1) There is a complete absence of apples.
2) There are is more than one apple.

The example is mine. I wrote the main sentence myself.
 
In the unlikely event that there is a need to say that, expect to hear:

There aren't any apples on the table.
