Hello, could you explain to me the part in bold?
 
The thesis is that the rich make situations bad for the poor and middle classes, but have enough money to be insulated from the effects of the policies they support. They are able to "buy" their way to be "above" the situation of the lower classes.

(I am not excusing or supporting the racial aspect of Wallace's argument. Just explaining that this class rhetoric is even today effective.)
 
State schools were integrated, but private education much less so.
