I didnot understand that in which tense the above is framed. Pls help me to understand.

Offhand, I would say it's present tense.

Please note the changes to the text.

Note that you don't need (and probably shouldn't have) "to" there.
 
Out of curiosity, @suniljain, in what context do you want to use that sentence? It sounds like the answer to a question but what question?
