Which one is grammatical?
 
2 is incorrect.
 
1 is fine. You could also say "This bag is too heavy" or "This bag is too heavy for me". The implication would be same as with "to carry" at the end although the first is ambiguous. It could mean, for example, "This bag is too heavy to go on the plane". You still might be able to lift it.
