It is unfortunate that the teaching of grammar has taken a backseat in our education system. This, I believe, has negatively affected our students' writing abilities and deprived them of a chance to acquire such an essential language skill.

Can I change the text in red to " Ibelieve it has negatively affects? The pronoun" it" refers back to the phrase teaching of grammar has negatively affected.

It would mean basically the same thing (when you've fixed the errors), but without the emphasis that Dr. Sabri intends to put there.

No.

However, you could rephrase to I believe this has had negative effects on.
 
"negatively" is an adverb so has to go before a verb. Starting with "I believe it has", if "has" means "owns", means you need to end with a noun. In this case, that would be "effects". So you can't put an adverb before a noun here.

I believe it has [had] negative effects.
I believe it has negatively affected ..."

I do not know why the writer is fascinated by using commas.
 
The commas in "This, I believe, has negatively affected ..." are correct.
The comma in "I believe this has negatively affected ..." is incorrect.

In "If I say, It is unfortunate", your capitalisation of the "i" in red is incorrect.

Could you u please explain to me why the writer used a comma after "this". Usually, a comma is used after introductory phrases like, Moreover, Firstly, In 2007,



I wrote this example

Eating unhealthy food leads for many harmful consequences.They, I believe, cause obesity, and cancer.

"They" referes backward to the harmful consequences of eating unhealthy food.

Is the sentence above correct?

It's the first of a pair of parenthetical commas.
