This is the third week____________ the dustmen haven't come for the rubbish.
A. that B. when C. which D. on which
To this one, the answer I've got is A. I thought B was right, because "the third week" acts as the adverbial of time in the attributive clause. So "when" should lead the clause. Is it "the third" that turns "when" into "that" ?

The correct answer is A.

After phrases using ordinal numbers (first/second/third), use that.
