I think you mean "This office is 38 kilometres closer than where I work now". My question is - closer to what? Closer to your home?
 
Do they use "making" in Indian English instead of "composing" or "writing"?

I meant to say closer to my home. My present office, where I work, is 78 km away from my home and the other office is 40 km from my home.

I got the clue from you. Is the following sentence now correct?

This office is 38km closer to my home than where I work now.

Sometimes. I remember teachers saying "Make a sentence using this word". That use doesn't really sound wrong to me, but then I'm Indian. I agree the OP's use was incorrect.

I had two words in my mind to write. One was "make" and the other was "construct". I chose to write "make".
