Does "time(s)" here refer to "a definite point in time, as indicated by a clock:[uncountable]breakfast time.
[countable]at evening times"?

Or has it become an inseparable part of the title of the newspaper and need not to be explained?

I suppose it originally referred to the current times. Now it's just the name of the newspaper. It has nothing to do with the time of day.
