[Grammar] to look into/over the proposal again

I am undecided as to which is correct or better:

I need to look into/over the proposal again as some things don't seem right.

I prefer 'look over' but 'look into' seems okay as well. Which is correct and why?

look over is better in this case.

It's used in the sense of have a quick check, especially when the checking involves reading.

look into suggests a more in-depth investigation.
