My variant was "are considering". Reason - it is a temporary situation. As we are writing an essay on the problem, then it can be improved. Then it was said: 'Over the last few years'. That is why I consider it as temporary.

Maybe it is a stative verb? But the dictionary doesn't mark it as such: https://www.oxfordlearnersdictionaries.com/definition/english/consider?q=consider

The position of often rules out the present continuous option. If often were placed after the auxiliary are, then you'd have a reasonable case for the continuous form.

Looking at the task I would say I have a right to modify the sentence as I see fit.

I saw it like this:

Today, graduates are often considering teaching as an unattractive job

I suppose that the meaning prevails over the form in this task. But maybe you are right - the position of 'often' prevents us from using present simple, though continuous looks suitable.

When talking about a habitual or common action, as you are in that sentence, we use the present simple.

These days, many graduates consider teaching to be an unattractive career.
