"A child is tolerant to dairy products or of dairy products?"
 
Both seem to be used, but "of" is much more frequent.
 
I would use "of" but it's a strange sentence. We normally talk of those who are lactose intolerant.

You normally talk about those who have a condition, not those who didn't.
