I have two questions regarding the below paragraph:

1) Does "a September ruling" mean that the rule was issued in September?

2) I cannot understand the grammar of the bold part. it seems that the author has used a construction of this kind "tossing claims by something" which is wrong to my ears. what do you think?


The Minnesota Department of Natural Resources (DNR) is appealing to the 8th U.S. Circuit Court of Appeals a September ruling in which the federal judge in St. Paul tossed claims by the state that it is immune from being sued in tribal court.

The St. Paul judge ruled that Minnesota's claim of immunity from suits in tribal courts was invalid. The use of 'toss' is quite common in conversations regarding court cases and judicial rulings. It's a shortened version of the phrasal verb 'toss out' - see definition #2.

Edit: In lieu of considering it as shortened version of 'toss out', you could just consider it an application of definition #1-e

If a court tosses a claim, it rejects it strongly, utterly. Here, the federal judge is saying clearly that the state position is wrong, very wrong.
