What does "two-prom platform" mean?

A political candidate's platform is a document describing what they intend to achieve if elected. Two-prom is a compound adjective.

To understand the platform, you have to know that a prom is a formal party American high schools hold each year to celebrate their graduating classes. Bill Sterling won the election by promising to hold two of them instead of the traditional single prom.
 
Also, notice that the words bill and sterling both refer to money. The script writer is hinting that Bill is a rich snob.

And . . . hm. A rich snob is the class president. Is art imitating life?
