Hi,

"...has been teaching since October up to present..." Is "Up to present" correct?
 
No. Even "up to the present" would not work in the above, because "since" takes care of that! ;-)
 
What should I write which shows that the teaching continues?
 
What are you writing? To whom?
 
If I use "from":

I have been teaching/working in this department from 02/08/2016 to present.
 
If I use "from":

I have been teaching/working in this department from 02/08/2016 to present.

I suggest you just use I have been teaching in this department since August 2016. The implication is that you are still working there now.
 
If you had stopped working there, you would say "I worked in that department [for XXX months/years] from August 2016".
