Is it correct to use "upbringing" in the following examples?

1. In the country, poor educational conditions and having limited access to advanced upbringing facilities cause the youth not to boost in varied grounds.

2. Decent upbringing of children plays a crucial role in any family.
 
The first one is really clumsy and unnatural. No, you can't use "upbringing" like that.
The second one is possible.

Sentence 1 has many problems:
- "upbringing facilities" doesn't work.
- we don't "cause youth to boost". You might be confusing "boost" with "blossom".
- I don't know what "varied grounds" are.

In sentence 2, I'd put the definite article at the start.

I wanted to say the modern educating facilities which are used for raising children are absent in the country. And children there don't have an equal chance compared to those who live in a big city to be flourished and their abilities cannot be recognized in every ground like music, art, science and so on.
 
It's normally parents who raise/bring up children, not schools or other such establishments.
