Use of Carbon Copy (cc) in Business Letters

When using cc in a business letter which contains attachments, the placement of the cc line determines whether or not the person being ccd receives the attachments, correct? If so, and the author of the letter wants the ccd individual to receive the attachments, is the cc before or after the word "attachments"? Thank you.
 
Each company will have their house style.
The way I've done it on paper letter was to write (w/o attachments) after the person's name if they were not receiving them and nothing if they were.

It would not occur to me that their placement in the page would indicate that they were or were not getting them.
