Which 'a' position is corect?
1. He is a very good man;
2. He is very a good man;
3. Both.

The Polish edition of 'Matura Solution Pre-Intermediate' by Tim Falla,Paul A. Davies, Oxford University Press, ISBN 978 019 455007 9 says on page 11:
The modifying adverb quite/very goes before a/an when there is a noun. For example: This is quite/very a good song.'

Does it mean they are undereducated?

It means they are mistaken with the very.

I think 'quite' is used this way:
- This is quite a good song. ('quite' followed by a/an)

and 'very':
- This is a very good song. ('very' preceded by a/an)

What do you think, teachers? :) Am i right?
