[Grammar] We are waiting for him for hours. He seems not to come.

I got a confusion about using the word "seem". I want you to clarify it for me please.

"We are waiting for him for hours. He seems not to come."
"We are waiting for him for hours. He doesn't seem to come."

Which of the both seems to you is correct? Or both are okay?

They are both wrong.

'We have been waiting for him for hours. He doesn't seem to be coming.'
